Project overview

We are undertaking upgrades to the water network to cater for current and future development along with population growth. The current water network cannot cater for any further growth in the Waikōwhai/Mt Roskill area. The project will enable growth and new development in the area.


The proposal

  • Approximately 5,750 metres of watermains will be constructed, ranging in diameter from 300mm to 450mm. It is estimated the construction of the watermains will take approximately 18 months to complete
  • One new bulk supply point
  • A new booster pump station at 1374 Dominion Road (adjacent to the Akarana Golf Club) to replace the existing Hillsborough Pump Station

Connection and commissioning works

We are continuing with the final connection and commissioning phase of the project. This involves testing, flushing, and connecting the new watermains into the existing network so they can be safely brought into service.

These works generally create less disruption than earlier construction stages.

We are nearing completion of Stage 2A (Akarana Pump Station to Hillsborough Reservoir), with only final backfilling works remaining. This stage is expected to be completed next week.


Upcoming Works – Stage 2B (Richardson Road East to Oakdale Road)

From Wednesday 1 July, you will notice an increased construction presence along Richardson Road, between Dominion Road and Oakdale Avenue, as we begin Stage 2B.

These works are expected to take approximately five weeks to complete.

Updated Programme of Works (High-Level)

Stage 1 – Richardson Road West

  • From Penney Avenue to the Dominion Road / Richardson Road roundabout
  • Completed in March 2026

Stage 2A – Akarana Pump Station to Hillsborough Reservoir

  • Expected completion: next week

Stage 2B – Richardson Road East to Oakdale Road

  • Expected completion: approximately 5 weeks from early July

Stage 3 – Oakdale Road to Hillsborough Road

  • Expected completion: end of August

What to Expect During Stage 2B Works

  • Traffic management: Contraflow layouts will be used to maintain two-way traffic for most of the works, with temporary changes during key connection activities.
  • Shoulder closures: Some sections of road shoulder will remain coned to prevent parking 24/7, kept to a minimum where possible.
  • Work zones: Temporary fencing will be in place around connection areas and will move along the route in stages as works progress.
